Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, attended and presented awards to the awardee representatives. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, delivered a speech. Secretary Xu, Governor Mao, and other provincial leaders met with the award winners before the meeting.

Wu Lan, deputy secretary of the CPC Hunan Provincial Committee, presided over the meeting. Provincial leaders Zhang Jianfei, Wang Cheng, Liu Lianyu, Chen Fei, and Hu Weilin, and Fu Aiguo, political commissar of the National University of Defense Technology, attended. Luo An, academician of the Chinese Academy of Engineering and professor of Hunan University, and Qi Fei, a senior engineer of the State Grid Hunan Electric Power Co., Ltd., delivered speeches as the award-winning representatives.

The conference commended the 2020 Hunan Science and Technology Awards. There were 265 projects (teams and candidates) awarded, including 1 Outstanding Contribution Award, 83 Natural Science Awards, 23 Technological Invention Awards, 152 Science and Technology Progress Awards, 5 Innovation Team Awards, and 1 international cooperation award. The conference also honored 7 winners of the 12th Hunan Guangzhao Science and Technology Award.
