Recently the Ministry of Commerce announced a list of 105 national foreign trade transformation and upgrade bases. Four bases in Hunan Province made the list, mainly covering mechanical and electrical products, medicine, and light industrial crafts.

The 4 bases are:
-- Yiyang Changchun Economic Development Zone National Foreign Trade Transformation and Upgrade Base (electronic components);
-- Changsha High-tech Industrial Development Zone National Foreign Trade Transformation and Upgrade Base (biomedicine);
-- Changsha Ningxiang High-tech Industrial Park National Foreign Trade Transformation and Upgrade Base (equipment manufacturing); and,
-- Yongzhou Jianghua Yao Autonomous County National Foreign Trade Transformation and Upgrade Base (cultural and sports goods).

The national foreign trade transformation and upgrade base implements dynamic management. The Ministry of Commerce evaluates the construction status of the recognized base every three years. This year Hunan’s first batch of nine bases recognized in 2018 including Liling National Foreign Trade Transformation and Upgrade Base (ceramics) passed the first-time assessment. So far, Hunan has 22 national foreign trade transformation and upgrade bases, including two bases recognized in 2019 and seven bases recognized in 2020. It ranked second in terms of base total number in central China.

Hunan regards the construction of a national foreign trade transformation and upgrade base as an important platform for promoting industry-trade integration and an important carrier and step for promoting high-quality foreign trade development.
Efforts will be made to:
-- establish base management institutions;
-- improve exchange mechanisms among bases;
-- strengthen interdepartmental coordination;
-- create a favorable environment for base development;
-- give full play to the leading role of bases; and,
-- enhance foreign trade output of industrial clusters.
