Foreign Trade Enterprises’ Customs Clearance Further Accelerated

The Changsha Customs and the China Construction Bank (CCB) Hunan Branch signed a strategic cooperation agreement on July 6, 2021. According to the agreement, the two sides will focus on building a hub of reform and opening up in inland areas, to deepen cooperation in reform and innovation of the Hunan Pilot Free Trade Zone, informatization of government affairs, and smart customs, and promote the "speedup" of foreign trade enterprises' customs clearance.

For foreign trade companies, holding a new type of “Shared Shield” can open up the three-way access to the customs, electronic port terminal, and CCB online banking terminal. This helps declare customs, collect foreign exchange, and work online more conveniently and efficiently. Statistics showed that between January and June this year, CCB Hunan Branch and Changsha Customs issued 3,089 sets of electronic “Shared Shields” for Hunan foreign trade companies free of charge, accounting for 97% of all types of security products regarding electronic ports in the same period.

Since the end of last year, CCB Hunan Branch and Changsha Customs have jointly implemented the “Custom-Bank One Key Pass” project to solve the inconvenience of foreign trade companies in applying for the “Shared Shield”. Their signing of strategic cooperation agreement will continue to strengthen collaboration in the “Custom-Bank One Key Pass” project, and achieve “full coverage” of card-making agency points in all cities and prefecture in Hunan Province.

It was said that Changsha Customs and CCB Hunan Branch will jointly expand the service functions of tariff products such as electronic payment of customs duties, collective taxation, bank customs insurance, and cross-border e-commerce imported retail goods customs duties collection and payment business guarantee letter; enhance service quality; and, improve customs clearance efficiency. Meanwhile, they will promote the development of new trade formats such as cross-border e-commerce, market procurement trade, financial leasing, and high-end manufacturing; further optimize the port business environment; and, improve the facilitation level of corporate customs clearance and revenue and expenditure.
