Xinhuanet hosted the 7th Green Development Forum & Praise for China's Model of Green Influence (2021) in Beijing on June 17. Liuyang City was awarded the “2021 High-quality Investment Environment City”, and its multi-party linkage consultation mechanism was on the list of 2021 high-quality investment environment sharing cases. It is the only winner of such two honors in Hunan Province.

Since May 2017, Liuyang government has taken the lead in implementing the reform of “having services done in the government authority without the need for a second visit” in Hunan Province. It has reduced procedures, optimized processes, reduced time limit, and improved efficiency. Now it has streamlined administration and delegated power for 1,158 items, accounting for 96.7% of the total.

In terms of business start-up, Liuyang government was the first in Hunan Province to launch free business start-up services at bank branches. It followed up the entire process involving starting a business. The necessary procedures for business start-up have been reduced from 7 to 3, and the time limit for case closing is reduced from 3 working days to less than 0.5 working days.
