Hunan Hands out E-vouchers to Boost Consumption

The Hunan Provincial Department of Commerce and Hunan Provincial Department of Finance collaborate with related authorities, payment platforms, and businesses to launch a voucher campaign between June 17 and July 15. E-coupons worth more than 100 million yuan will be issued to stimulate spending and boost consumption growth.

The e-vouchers will be handed out on Alipay, Alibaba's online payment service. The vouchers can be chiefly used for retail, catering, and vehicle refueling spending. This will lead to an increase in consumption, with more than one billion yuan expected. Beyond that, Hunan’s cities and prefecture, China National Petroleum Corporation Hunan Branch (CNPC), and other platforms will carry out sale promotions.

Starting from June 17, all people in Hunan, including non-locals, will be able to apply for e-vouchers at “百年芳华 湘府有礼” (Xiangfu Voucher) channel on Alipay homepage, or search for “湘府有礼” on Alipay app, or click “饿了么” (Ele.Me) and “中石油消费券” (Voucher of CNPC) channel.

There are three kinds of vouchers issued by government, payment platforms, and enterprises respectively in three rounds. Consumers could apply once in each round and will enjoy a cash rebate when making payments at offline shops if they get the vouchers.

The first stage of distribution will be at 12:00 on June 17 and 18, and the coupons will be valid before 23:59 on June 21.

The second stage will be at 12:00 on June 24 and 25, and the coupons will be valid before 23:59 on June 28.

The third stage will be at 12:00 on July 1 and 2, and the coupons will be valid before 23:59 on July 5.

There are 10-yuan, 30-yuan, and 60-yuan vouchers. Consumers can only use them when their actual expenses reach or exceed three times the voucher value. They can only use one coupon per purchase.

The payment platform-issued vouchers can be used on Alipay’s Ele.Me platform together with the government-issued vouchers. The enterprise-issued vouchers can be used at offline stores together with the payment platform- and government-issued ones. People with any question about the campaign can make a call at 95188.
