Simplified approval procedures for twenty-five [25] government service items were announced at a training and work promotion meeting held on June 3 at the Hunan Pilot Free Trade Zone Changsha Area. They included human resources services permits and preliminary examination of imported and exported crop seeds or seedlings. This action further delegated powers and empowered the free trade zone.
The Changsha Area Comprehensive Service Center has been built and put into operation. Seven [7] departments including public security, taxation, customs, municipal supervision, trade promotion, science and technology, and human resources and social security began to handle services there. The centralized handling of high-frequency service items such as enterprise establishment, personnel service, visa application, and legal consultation has been achieved. One-stop agent services are also available.
Approval procedures were simplified by canceling the approval process, changing approval to record-filing, replacing approval with pre-commitment compliance, and optimizing approval services. This was to minimize the number of approval items, simplify the approval process, and shorten approval time. This will make government services faster, more efficient and friendlier.
Changsha Area also released a catalogue of 40 “One-step Approval Process” items, including “I want to start a business” and “I want to import food”. It will strengthen business cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, provinces and cities of the Yangtze Economic Belt, the Changsha-Zhuzhou-Xiangtan metropolitan area, the Yueyang and Chenzhou Areas of the Hunan Pilot Free Trade Zone; and, explore package services to achieve the goal of offering cross-provincial and cross-regional government services.
