Zhao Gang, member of the CPC Leadership Group and deputy director of the National Intellectual Property Administration (NIPA), visited Changsha on June 1 and 2, to inspect the transformation and application of intellectual property. Duan Zhixiong, member of the CPC Leadership Group of Administration for Market Supervision of Hunan Province and director of Hunan Provincial Intellectual Property Administration; and, Qiu Jixing, vice mayor of Changsha, participated.

They inspected the State Key Laboratory of Powder Metallurgy of Central South University, Zoomlion Heavy Industry Science and Technology Co., Ltd., China Railway Construction Heavy Industry Corporation, and Sany Group Co., Ltd. After listening to the work report of the Changsha Municipal Intellectual Property Administration, they affirmed the achievements of Changsha's intellectual property work.

The Changsha government led the country in issuing measures to promote the transformation of intellectual property of Changsha-based colleges and universities. In 2020, it has advanced 295 patent technology transfers from colleges and universities in Changsha, with a transfer amount totaling 738 million yuan. It paid close attention to the research and development of key enterprises’ core and key technologies, and cultivated 30 high-value patent portfolio projects. Changsha received 1,857 invention patent applications and 242 Patent Cooperation Treaty (PCT) applications, which increased the output value of enterprises by 62.169 billion yuan.

The Changsha government comprehensively promoted the Implementation Plan for Cultivating Independent Intellectual Property of Key and Core Technologies in Advanced Manufacturing Industry. It adopted measures including setting up high-value patent portfolio funding projects for key technologies in advanced manufacturing, to help advanced manufacturing enterprises reserve independent intellectual property and promote high-quality manufacturing development.
