Changsha has recently announced seven action programs for a three-year action plan from 2021 to 2023, forming a “1+7” policy system. This is to create a new opening-up pattern which is all-dimensional, wide-ranging and multi-tiered, and to build the city into an inland highland or hub for opening-up.
The 2021-2023 Three-year Action Plan for Building Changsha into an Inland Highland for Opening-up was released on February 20. According to the plan, by 2023, the city’s total import and export value will exceed 350 billion yuan, ranking among the top five provincial capitals in central and west China.
In order to achieve the goals of the three-year action plan on time and with high quality, the Changsha Leading Group Office for Open Economy Development issued seven action programs for:
-- promoting high-quality foreign trade development;
-- attracting high-quality projects;
-- facilitating high-quality industries to “go global”;
--increasing the use of foreign investment;
--developing cross-border e-commerce;
--boosting innovative service trade development; and,
--deeply integrating into regional economic cooperation.
According to the action program for promoting high-quality foreign trade development, in 2021, the implementation of the following measures will be advanced: 1 main body, 4 platforms, 3 innovations and 3 guarantees. Changsha’s total foreign trade will reach 260 billion yuan, with a year-on-year increase of more than 15%. Its foreign trade dependence will hit a record high of more than 20%.
