Hunan, BOCOM Sign Strategic Cooperation Agreement

On May 18, the Hunan government and the Bank of Communications (BOCOM) signed a strategic cooperation agreement in Changsha. Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, and Mao Weiming, deputy secretary of the Standing Committee of the Hunan Provincial People's Congress and governor of Hunan Province, met with a delegation headed by Ren Deqi, secretary of the CPC BOCOM Committee and BOCOM chairman.

Xu Dazhe, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, and Mao Weiming, deputy secretary of the Standing Committee of the Hunan Provincial People's Congress and governor of Hunan Province, met with a delegation headed by Ren Deqi, secretary of the CPC BOCOM Committee and BOCOM chairman. They attended the signing ceremony.

Executive Vice Governor Xie Jianhui, member of the Standing Committee of the CPC Hunan Provincial Committee and BOCOM Vice President Yin Jiuyong signed the agreement on behalf of both parties. Zhang Jianfei, member of the Standing Committee of the Hunan Provincial People's Congress and secretary-general of the CPC Hunan Provincial Committee, attended the meeting.

Xu Dazhe said that in recent years, Hunan has maintained a good momentum of development. President Xi Jinping’s visit to Hunan in 2020 gave us tremendous motivation and charted the course for the Three Highlands and Four New Mission Strategy. At present, Hunan Province is taking President Xi Jinping’s instructions as guidance to seize major strategic opportunities, such as promoting high-quality development in central China and Yangtze River Economic Belt and integrating the Changsha-Zhuzhou-Xiangtan city cluster construction into the National 14th Five-Year Plan.

Xu added that the province will leverage its advantages in solid industrial foundation and complete industrial chains to build itself into a hub of advanced manufacturing industry of national importance. It will focus on its rich science and education resources and give full play to universities and research institutions in developing itself into a hub of technological innovation with core competitiveness. It will take advantages of its superior location, increased imports and exports, and a pilot free trade zone to build itself into a hub of reform and opening up in inland regions.  

Finance is the lifeblood of the real economy. Hunan’s future development will be inseparable from the strong support of finance, and it will also provide good development opportunities for financial institutions, including BOCOM. It is hoped that BOCOM will build on the solid foundation of cooperation with Hunan and take this event as a new starting point to support key projects construction, and provide more and higher-level integrated financial services. Hunan will, as always, create a good environment for the development of BOCOM and share development opportunities with financial institutions, to achieve mutual benefit and win-win results.

Ren Deqi said that Hunan has an excellent environment, a good foundation, and many opportunities. The benefits of high-quality development have driven the improvement of the people's happiness index. BOCOM will take the opportunity of high-quality development in the central region, fulfill the agreement, provide better services for the local economy, and accelerate its own development.

According to the agreement, BOCOM will focus on the construction of key projects of the Three Highlands and Four New Mission Strategy, provide Hunan with more comprehensive credit and non-credit lines, make more efforts on new investment and financing, cross-border finance, and revitalizing existing assets, and provide a "package" of comprehensive financial services for customers recommended by the provincial government.
