On January 20 this year, with the approval of the State Council, the Ministry of Civil Affairs approved the abolition of Qiyang County and the establishment of Qiyang City at the county level. The inauguration ceremony for Qiyang City was held on May 17, 2021. The CPC Qiyang Municipal Committee, the Qiyang Municipal People's Congress Standing Committee, the Qiyang Municipal People's Government, the CPPCC Qiyang Municipal Committee, and the Qiyang Municipal Commission for Discipline Inspection were officially unveiled. Hunan Vice Governor Zhu Zhongming attended and addressed the ceremony.

Qiyang is a node city on the corridor connecting two major regional areas of “Changsha-Zhuzhou-Xiangtan” City Cluster and “Southern Hunan”. It links southern Hunan, northern Guangxi, and northern Guangdong, boasting obvious geographical advantages. After being elevated into a county-level city, the administrative area of Qiyang City and the seat of the people's government remain unchanged. It is directly under the jurisdiction of Hunan Province and is managed by Yongzhou City.

Vice Governor Zhu emphasized at the inauguration ceremony that being elevated from “county” into “county-level city” is the improvement of functional positioning, expansion of the spatial pattern, and transformation of governance methods. He expected Qiyang to take it as a new opportunity for future development. We should follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the strong leadership of the CPC Hunan Provincial Committee and the People’s Government of Hunan Province, to base ourselves on the new development stage, implement the new development philosophy, and build a new development paradigm. We need to further free our minds; give full play to location advantages; strengthen innovation-driven development; pursue joint construction and sharing; integrate into the new pattern of regional economy; cultivate new driving forces of high-quality development; write a new chapter in improving the people’s livelihood and well-being; and, embark on a new journey of modernization construction. We must vigorously implement the “Three Highlands and Four New Missions” Strategy, and make Qiyang’s contributions to the great journey of building a new modern Hunan, he added.
