On May 15, 2021, a press conference was held in the Xiangtan Hi-tech Zone to mark the inauguration of the Harbin Electric Cooperation Wind Power Co., Ltd. and to introduce its wind power industrial development. Hunan Vice Governor Chen Fei was present.

The Harbin Electric Cooperation Wind Power Co., Ltd., formerly the XEMC Windpower, was founded in 2006. The Harbin Electric Corporation (HE) and the Hunan Xing Xiang Investment Holding Group are two major shareholders. HE is committed to provide integrated solutions to renewable energy sources, wind farms, and wind power projects. The inauguration of the company marked an important measure of HE and Xing Xiang Group to carry out the national goal to peak carbon dioxide emissions and achieve carbon neutrality, to give play to its function in state-owned capital management, and to boost wind power industry in Hunan.

HE reached a cooperation agreement with the Hunan Provincial People’s Government last year on XEMC Windpower equity restructuring and wind power resource development. An equity transfer agreement was inked between HE and Xing Xiang Group this March. On May 6, the XEMC Windpower was officially renamed as HE Wind Power after completing business registration. So far the acquisition process has been completed.

“This is an important achievement of central and local enterprise cooperation, and also an in-depth integration of capital and industry,” said HE Chairman Si Zefu. The company will accelerate transformation and upgrading, to map out a green energy industrial development plan with the Xiangtan wind power base as the core, and contribute to the fulfillment of the national goal of to peak carbon dioxide emissions and achieve carbon neutrality.
