Hunan province is one of the provinces with the most serious natural disasters in China. It encounters many types of disasters. They have such characteristics: wide geographical distribution, high frequency of occurrence, and incurring heavy losses. The Hunan Provincial Disaster Reduction Committee and the Hunan Provincial Emergency Management Department called for always paying close attention to disaster prevention, mitigation, and relief; giving priority to safeguarding people’s lives; adhering to social co-governance; and, making an all-out effort to build a strong people’s defense line for disaster prevention, reduction, and relief. It is necessary to further revise and improve various emergency plans for the region, industry, and department; focus on improving the practicability and operability of the plan; organize regular emergency drills; and, mobilize community residents, volunteers, and social organizations to actively participate in disaster prevention mitigation, to remove obstacles in the process and ensure the “last mile” access, they added.
The Changsha Disaster Reduction Committee issued an initiative to the general public, asking everyone to join hands to pay attention to disaster prevention, reduction, and relief work; raise hazard awareness; prevent and resolve disaster risks; and, build a solid foundation for safe development.
