Hunan epidemic prevention and control authority recently announced a notification on promoting the “湘冷链” imported cold-chain food tracing system around the province. The contents are as follows:

1. Beginning from May 1, 2021, imported refrigerated fruits and dairy products will be added into the “湘冷链” imported cold-chain food tracing system, based on the existing range of livestock and poultry meat and aquatic products.

2. All units or individuals working in imported cold-chain food trade, production and processing, marketing, logistics and storage, and catering service, are required to fulfill their accountabilities in food tracing and epidemic prevention and control, in the light of the Food Safety Law and the Law on the Prevention and Control of Infectious Diseases. All imported cold-storage food should be traceable. Products without any of the four certifications – inspection and quarantine certification; qualified nucleic acid testing result; disinfection certification, and product tracing information – should not be sold. Purchasing or use of the imported cold-chain foods without identified sources is prohibited.

3. The system has been put into operation. Users can log in the official website (scjgj.amr.hunan.gov.cn:19001/login), or searching for the mini program “湘冷链” on WeChat or Alipay. Related producers and dealers may download user manual and guide video when making registration.

4. All Hunan-based cold-chain food importers which purchase imported refrigerated livestock and poultry meat, aquatic products, fruits, and dairy products from outside of the province, and market them in the province, should upload related food tracing information on the platform, including product variety, specification, batch, producer, and inspection and quarantine. The system will tag every batch of products with a tracing code, if they do not have one yet. The importers can scan to upload purchasing and delivery information at any of the stages including marketing and circulation in Hunan.

5. All imported refrigerated livestock and poultry meat, aquatic products, fruits, and dairy products should be conspicuously labelled with “湘冷链” code on their packages or counters. Consumers can scan to trace product information on WeChat or Alipay.

6. Related departments at all levels should fulfill their responsibilities to supervise and guide the cold-chain food importers to use the system, and ensure its effective operation.

7. The acts in violation of the regulation above should be reported via the hotline 12315.
