Hunan Government Issues Work Plans on Administrative Service and Government Affair Transparency

The Hunan Provincial People’s Government General Office recently issued work plans of 2021 for administrative service and transparency in government affairs. There are 34 items for administrative service and 17 for government affair transparency. The plans aim to make administrative service more standardized, and convenient, and government affairs more transparent to the public, so as to boost implementation of the Three Highlands and Four New Missions strategy.

The 34 administrative service items are in nine aspects:
- improving “One-step Approval Process”;
- deepening reform of administrative review in key areas;
- delegating powers in a targeted and precise way
- optimizing administrative services to be more standardized and convenient;
- developing a “digital government”;
- innovating in “online government”;
- reinforcing transparency of government affairs;
- increasing administrative efficiency; and
- improving business environment.

In terms of the “One-step Approval Process”, a united access and mini program will be provided based on interconnections with the administrative service systems at all levels. All administrative services are available online, precisely, and in a province-wide range, via a single sign-on. In terms of building a digital government, a plan will be rolled out to establish digital mechanisms, platforms, and channels, and related security, technical, and management standards and rules. Works will be done to step up constructing the systems for basic support, sharing, governance, administrative service, and management and operation.

The 17 government affair transparency items include making public the implementations of the Three Highlands and Four New Missions strategy, and plans; information about people’s livelihood, fiscal work, and epidemic prevention and control; and, standards and regulations. 

As for government affair transparency, a special column will be added on the official website of the Hunan Provincial People’s Government to make public the province’s 14th Five-year Plan and other provincial-level plans, and explain these plans from multiple perspectives and forms. Municipal and county governments should also set up columns of counterpart contents on their websites, and link them to the provincial column, to realize data inquiry.

Authoritative information about regular epidemic prevention and control, including data updates and responding and treatment measures, will be publicized timely.
