Xu Dazhe, CPC Hunan Provincial Committee secretary and Hunan Provincial People’s Congress Standing Committee director, met in Changsha with Xu Ganlu, Ministry of Public Security (MPS) vice minister and National Immigration Administration (NIA) director, on April 8, 2021.

Secretary Xu thanked MPS and NIA for their long-term care and support to Hunan Province. He said that in recent years, Hunan’s economic and social development has maintained a good momentum. Hunan government has taken a series of preferential measures to promote high-level opening-up, and achieved great progress and good results. President Xi Jinping spoke highly of what Hunan had done when inspecting Hunan. He clarified the goal of building the Three Highlands and fulfilling the Four New Missions in Hunan Province. Hunan should promote high-quality “going global” and “bringing in” activities; build well the Hunan Pilot Free Trade Zone; make good use of important opening-up windows such as the China-Africa Economic and Trade Expo; and, deepen exchanges and cooperation with regions along the “Belt and Road” route. These are the important contents of the implementation of the Three Highlands and Four New Missions Strategy. Firmly holding the bottom line of security is an important prerequisite that must be well guaranteed in the process of expanding opening-up. Secretary Xu hoped that MPS, especially NIA, will continue to provide guidance and support in these areas, and help Hunan to achieve stability and long-term development in the practice of building a reform and opening-up hub in the inland areas.

Vice Minister Xu remarked that in recent years, Hunan government has performed well in various undertakings during the reform, development, and opening-up course. Its level of immigration administration services has been continuously improved. NIA will further collaborate with Hunan in attracting talents, promoting institutional openness, improving customs clearance efficiency, and strengthening entry and exit management, so as to promote Hunan's high-level opening-up to a new level.

Provincial leaders Zhang Jianfei and Xu Xianhui, and Tian Liwen, Hunan Provincial Higher People’s Court president, attended.
