Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan governor, spoke highly of the “One-step Approval Process” service achievements at a government affairs and service leading group meeting on April 1, 2021. He called for all departments to take up the pioneering role in serving the people better, to raise the profile of the “One-step Approval Process” brand and make it a calling card of Hunan which enterprises and the people are satisfied with.
Hunan took the national lead in carrying out the “one-step approval process” administrative service reform in March 2019. So far, 329 high-demand service items which are closely connected with enterprise and the people have realized “one-step approval”.
As of December 2020, more than 65 million cases had been handled. More than 70% of approval procedures were removed, and more than 60% application documents were cut. The processing time shrank by 80% on average.
The “One-step Approval Process” reform increases sense of fulfillment of enterprises and the people. It has become a calling card of Hunan’s administrative service reform, and been recommended by the General Office of the State Council to be replicated and promoted in more than 200 cities of 14 provinces.
“We should ensure all high-demand services that closely connected with enterprises and the people are covered,” said Governor Mao. He stressed taking the initiative to further boost the “One-step Approval Process” reform.
Mao noted that, there are still some items that closely connected with enterprises and the people, and of social concerns, not included. Government departments at all levels should create conditions to include these items into the list of reform areas to better serve the people.
Mao said that efforts should be made to better implement the reform with focuses on achieving goals, solving problems and making good results. The list of reform areas should be completed, aiming for service objects, reaching first-class service efficiency, and improving business environment with distinctive features.
Mao required to reconstruct and streamline approval process and optimize administrative service. Targeted efforts should be made to solve the most acute bottlenecks in administrative service online and on an inter-region basis. All services should be handled without exceptions and at the same standard.
“Our goal is building a business environment with highest service efficiency, most standard management, and lowest comprehensive cost,” Mao stated. He stressed achieving this goal with administrative service as a breakthrough point. We will combine requirements of national reform and the demands of enterprises and the people with provincial situations, to refine and complete the standard of the one-step approval process. We aim to build it into an example of national reforms to streamline administration and delegate power, improve regulation, and upgrade services, he added.
