A Hunan Pilot Free Trade Zone International Talent Center meeting regarding new policies and talent exchange was held at the Changsha Economic and Technological Development Zone (CETZ) on March 18. The CETZ announced Measures on Promoting the Construction of an International Talent Center and Accelerating the Development of Talent Assembling. CETZ announced fourteen new measures. They are intended to support the development of an international talent center, from the aspects of speeding up the introduction of foreign talents, promoting the gathering of domestic talents, and improving human resources services.

Qualification stardards for talents will be relaxed. The identification qualification for E-type master candidates will be added. High-level and key professionals will be rewarded with individual income tax incentives, housing subsidies, arrangements for spousal employment and college student internships. Current and new senior technicians and technicians will be given a subsidy of 20,000 yuan and 12,000 yuan one time per person respectively. Those who are “Xingsha Craftsman” will be awarded up to 500,000 yuan.

Institutions that locate in the CETZ Human Resource Service Industrial Park will receive up to 5 million yuan, as well as other incentives and subsidies on tax, rent, property management and brand publicity. The company attracting the most foreign talent will be awarded up to 1 million yuan.

International students and foreign professionals who come to CETZ for innovation and entrepreneurship, may be subsidized up to 10 million yuan. They can live in the CETZ Talent Apartment and International Talent Community free of charge, or receive a rent subsidy of up to 5,000 yuan per month. Those with children studying at district or county-level international schools may receive a subsidy of up to 90,000 yuan per person. New top-level foreign personnel may be salaried up to 4 million yuan per year.

The meeting honored 22 agencies and individuals for their outstanding performance in 2020 of recruiting talent, services, innovation and entrepreneurship. Two foreign nationals received a “Xiangsha Friendship Award”.
