Hunan Rolls out Five-year Road Construction Plan

During the 14th Five-year Plan period (2021-2025), Hunan will strive to become a road construction pioneer and demonstration province in central China, in response to the national plan of building a country with strong transportation network. According to the provincial road work conference held on March 16, the Hunan sections of the Beijing-Hong Kong-Macau and Shanghai-Kunming expressways will be expanded and renovated. As of 2025, all of the 31 inter-provincial exits of highways will link up expressways. 

During the five years, a total of 335.5 billion CNY will be invested in expressway construction across Hunan. A “seven verticals and seven horizontals” expressway network will be completed. Two main channels through the province – Hunan sections of the Beijing-Hong Kong-Macau and the Shanghai-Kunming expressways—will be expanded to eight lanes. All of the 31 inter-provincial exits of highways will link up expressways.

An estimated 8.7 billion CNY will be invested in the construction of 8,200-km national and provincial highways. All important logistics and economic hubs will be connected with second-class and above level highways. An investment of 55 billion CNY will be spent in rural road construction. The newly-built and renovated rural roads will reach 32,000 km, to make all townships reachable with third-class and above roads. All rural tourism destinations and featured industrial parks will be connected to two-lane roads.

As of 2025, a smooth, widely-covered, and inter-connected road transportation network with good service and strong guarantees will be formed in Hunan. The management and modernization level will be remarkably improved. Hunan will become a road construction pioneer and demonstration province in central China to support the national plan of building a country with strong transportation network.
