It was learned on March 7 that some Hunan-based members of the CPPCC National Committee submitted a joint proposal at the fourth session of the 13th CPPCC National Committee. They voiced their support for calls on the national government to support Hunan’s creation of a national advanced manufacturing demonstration zone and the establishment of a national major technological equipment innovation research institute.

The proposal pointed out that the equipment industry is the core pillar of Hunan’s manufacturing industry, with three national calling cards of construction machinery, rail transit, and aerospace (including Beidou). The equipment manufacturing industry has become a trillion-yuan industry. CRRC has three core subsidiaries in Zhuzhou with an annual output value of more than 10 billion yuan. The leading construction machinery companies such as Zoomlion, Sany, CRCHI, and Sunward are shortlisted in the global top 50 construction machinery manufacturing enterprises. Hunan has such major scientific and technological innovation platforms as the Changsha-Zhuzhou-Xiangtan (CZT) National Independent Innovation Demonstration Zone and the Yuelu Mountain National University Science and Technology Town. There have been more than 200 national and provincial level innovation platforms organized.

The proposal put forward such ideas that Hunan Province should focus on building an important national advanced manufacturing highland; cultivate a world-class modern industrial chain cluster; promote smart technology on traditional industries at a higher level; enhance the innovation-oriented independent development ability; and, cultivate and strengthen enterprises as main players.

It suggested that the relevant central authorities, in the process of advancing the transfer of international and coastal industries, should increase support for Hunan’s construction machinery, aerospace, rail transit, and other areas with a good foundation in the planning and layout of projects; strengthen support for “going global” of Hunan superior enterprises in rail transit, construction machinery, military-civilian integration, and other industries, and give priority to those advanced equipment manufacturing enterprises to carry out international and domestic mergers and acquisitions, and strive for more projects and orders; divide and set up a special program funds for the development of advanced equipment manufacturing in the rise of central China among the existing industrial development funds and give high priority to Hunan; help establish a national major technological equipment innovation research institute in Hunan Province and assist it in undertaking more national major technological equipment research projects in construction machinery, rail transit equipment, smart vehicles, and other characteristic advantages; and, organize a number of innovation platforms such as national laboratories and large-scale facilities for science to underpin the national strategic scientific and technological strength.
