On the evening of March 4, Hunan delegation attending the fourth session of the 13th National People's Congress held its first press conference in Beijing. Journalists from People's Daily, Xinhua News Agency, China Media Group, and Hunan provincial mainstream media participated.

The spokesperson stated that all delegates have strictly abided by the agenda and schedule of the session, performed their due duties, made suggestions, and made contributions to the successful completion of the tasks of the conference. Since last year, the Hunan Provincial People’s Congress has made great efforts to innovate the ways for deputies to perform their duties and improve the effectiveness of their performances, in order to help deputies play their role of “speaking for the people”.

The local people’s congress has accumulated some experience in this regard.

Since 2019, Hunan has implemented a pilot program that deputies cast vote on people’s livelihood matters in townships and villages. As of the end of 2020, 1,127 villages and towns across the province have launched the ballot, accounting for 74% of the provincial total townships. More than 3,000 people’s livelihood matters at county or township level have been handled, covering industrial projects, infrastructure construction, environmental treatment, education, medical care, and social security.

Hunan government has earnestly implemented the spirit of President Xi Jinping's instructions, organized thematic activities for deputies assuming a leadership role at provincial, municipal or county level, and helped the people solve their problems. According to statistics, through the thematic activities in which provincial-level leaders and cadres participated, 151 suggestions from deputies and the public were collected, 45 matters on site answered or solved, and 106 ones transferred, 15 research reports made, 8 suggestions put forward, and 23 suggestions submitted to the fourth session of the 13th Hunan Provincial People’s Congress. This helps promote the handling of a number of livelihood issues.

In 2020, 95 responsible units handled 1,469 suggestions put forward by the Hunan Provincial People’s Congress in accordance with the law. The problem solving rate and estimated problem-solving rate reached 88.4%, and around 94% and nearly 90% of deputies were satisfied with offering service and handling results respectively. Priority was given to 20 key suggestions in 7 categories, including "improving the ability to prevent and control major infectious diseases".

All local delegations are required to appoint a press spokesperson to deliver their important information during the session. Hunan delegation appointed Jiang Zuxuan as its spokesman.
