Hunan NPC Delegation to Submit Three Suggestions

Hunan delegation attending the fourth session of the China’s 13th National People’s Congress held its first plenary meeting on the afternoon of March 4, 2021. It decided to submit three suggestions to the session in the name of the delegation: 


-To include the city cluster along the middle reaches of the Yangtze River into the national “14th Five-Year Plan” outline and strive to create a new growth pole for China’s economy;
-To assist Hunan Province in “Three Highlands” construction; and, 

-To support the establishment of the Changsha-Zhuzhou-Xiangtan (CZT) City Cluster National Regional Science and Technology Innovation Center.

Building a city cluster in the middle reaches of the Yangtze River and creating new growth poles of national economy
It was proposed that:
-The city cluster along the middle reaches of the Yangtze River should be included into the national “14th Five-Year Plan” outline;
-The Hunan-Jiangxi border regional cooperation demonstration zone construction should be raised to the national level and included in the national “14th Five-Year Plan” special area revitalization scope; and,
-The old revolutionary base areas in Hunan, Hubei, Chongqing, and Guizhou, and western Hunan and Hubei are included in the scope of support for the national old revolutionary base areas.

Constructing “Three Highlands” to make achievements worthy of the times
It said that efforts should be made to build Hunan into the highlands or hubs of advanced manufacturing industry of national importance, technological innovation with core competitiveness, and reform and opening up in inland areas. These are the tasks and targets that should be accomplished during the "14th Five-Year Plan" and in even longer periods. It was expected that relevant national departments will support Hunan in three aspects; namely, the establishment of a national manufacturing high-quality development pilot zone; the building of “Yuelu Science and Technology Hub” and the “V Valley of China”; and, the development of Hunan-Africa and Hunan-Guangdong major opening up and cooperation platforms.

Creating CZT National Regional Science and Technology Innovation Center
Relevant departments were expected to:
-Strengthen top-level design guidance; take the CZT National Regional Science and Technology Innovation Center construction as an important part in making overall arrangement and building the comprehensive national sci-tech center and the regional innovation highland; and, include it in the national “14th Five-Year Plan” planning system;
-Assist Hunan in pilot trials in talent introduction and training, intellectual property and income distribution, incentive policies, etc.;
-Guide Hunan universities and colleges, sci-tech and research institutes, and leading enterprises to set direction, make out plan, and make sure projects in research on core technologies in important areas, and basic studies; and,
-Support major national strategic projects, scientific and technological innovation projects, national large-scale facilities for science, and scientific and technological infrastructure to prioritize their deployment in the CTZ City Cluster.
