Central Budget Investment of 2.1 Bln Yuan Allocated to Hunan’s Transformation of Old Urban Residential Areas, Shantytown Renovation

The National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development recently decided to invest 29.693 billion yuan to support transformation of old urban residential areas and construction of supporting infrastructure in shantytown renovation. This was included in the first batch of central budget investment plans for the affordable housing project in 2021. It was learned from the Hunan Provincial Department of Housing and Urban-Rural Development on February 23, 2021. A total of 2.1 billion yuan has been allocated to Hunan, including 1.63 billion yuan for the transformation of old residential areas in urban districts and towns, and 470 million yuan for the transformation of shantytowns.

The Hunan Provincial Department of Housing and Urban-Rural Development said, local governments have adopted effective measures to actively promote the transformation of old residential areas and shantytown renovation. This year, Hunan plans to start the renovation of 3,529 old residential areas in urban districts and towns, and 35,618 households of shantytown renovation.

According to the “Notice on Issuing the First Batch of Central Budgetary Investment Plans for Guaranteed Housing Projects in 2021” made by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, the central budget investment will focus on:
-Supporting the drainage and waterlogging prevention facilities;
-Considering supporting the elimination of waste water collection gaps;
-Improving the “One City, One Policy” and “One District, One Policy” fire truck access management plan.

It asks governments at all levels to:
-Implement project construction conditions;
-Put priority on projects that affect the daily use of the masses due to infrastructure shortcomings;
-Reduce central budget investment in the cities and counties that have many problems found in audit and supervision, or where rectification is not in place.

All the projects included in this batch of plans are included in the national supervision system of major construction projects.
