The list of 2021 China’s top 100 counties in e-commerce competitiveness was released recently. Changsha County, Chengbu Miao Autonomous County, and Jiahe County made the list, ranking 21st, 53rd, and 96th respectively.
The rankings were released by Xiaokang Journal. Xiaokang was established by Qiushi Journal, the flagship magazine of the CPC Central Committee. The evaluation was based on big data, county-level special surveys, public attitudes, and expert review. It covered 2,758 counties across the country except for the districts of municipalities directly under the central government and Hong Kong, Macao and Taiwan.
Since last year, Changsha County has focused on establishing an e-commerce system in the context of the COVID-19 epidemic. It introduced preferential policies and allocated special funds to build e-commerce platforms and become a leader in China in developing e-commerce in rural areas. The county's e-commerce business has gone up despite COVID-19. In 2020, the county built 1 county-level e-commerce public service center that integrates product display, business incubation, operation, training, and sales promotion through new media. A total of 305 village-level supply, marketing, and e-commerce service centers were upgraded. It adhered to the principle of sales-based production to promote the "cooperatives + bases + farmers + Internet" business model. In 2020, the e-commerce transaction volume reached 9.986 billion yuan, including 1 billion yuan of agricultural product sales. This helped created 100,000 jobs for locals.
In recent years, Chengbu has seized the opportunity of providing assistance for targeted poor areas put forward by the Ministry of Commerce, and promoted integration of e-commerce and traditional industries, contributing to the battle against poverty. From 2016 to 2019, the county was rated as excellent level in the province's e-commerce poverty alleviation assessment for 4 consecutive years, and it successfully created a comprehensive demonstration county for developing e-commerce in rural areas. In 2020, the county's e-commerce transaction volume exceeded 550 million yuan, creating 15,000 jobs and lifting 3,500 people out of poverty.
