The China Aluminum International Engineering Corporation Limited South Engineering Co., Ltd. is a state-owned enterprise that moved to Hunan from another province. It is not familiar with the process of having the business license changed. The Government Affairs Service Hall of the Administration for Market Supervision of Hunan Province recently provided the information of handling process and list of required materials in a written way and assisted the company in completing file shift and registration matters within a working day.

Last year, the provincial market supervision system carried out in-depth “Business Environment Optimization Year” activities. They have promoted the “One-step Approval Process” and the “Three Centralizations and Three in Places” reform and whole-process electronic registration of enterprises; realized online “One-stop Network Operation” and offline “One-stop Window Service”; and, started the approval of service items across provinces and in other places. The average time for business start-up was shortened to less than 1.5 working days. As of the end of 2020, there were 4,988,400 market entities in Hunan, an increase of 12.54% over the end of 2019. In 2020, 784,100 new market entities have been added, with 2,148 market entities and 593 enterprises added daily respectively.

The People’s Government of Hunan Province and the State Administration for Market Regulation signed a strategic cooperation framework agreement in 2020. It announced to support the Hunan Pilot Free Trade Zone construction, and take the lead in implementing the “Separation of Certificates and Licenses” pilot program in the pilot free trade zones and national industrial parks. Hunan should manage to implement the production license reform smoothly; undertake the decentralization of approval authority of five types of products such as the construction steel bars of the State Administration for Market Regulation; and, streamline the coal mine enterprise registration management authority, gas cylinder and mobile pressure vessel filling license and motor vehicle inspection agency qualification certification.

The Administration for Market Supervision of Hunan Province introduced that the favorable rate of the “good and bad reviews” system for provincial government services in the field of market supervision has reached 98%. In the future, it will comprehensively promote the establishment of the “One-stop Network Operation” of enterprise start-up and the “Inter-provincial Management” of market supervision and approval matters; create a market-oriented, legalized, and international first-class business environment; and, help implement the “Three Highlands and Four New Missions” strategy, to build a modern new Hunan.

“Three Centralizations” refers to centralization of administrative approval functions to one department, centralization of departments undertaking the examination and approval functions to the administrative service center, and centralization of administrative approval items to the e-government platform.

“Three in Places” refers to the fact that matters are in place in the hall, approval and authorization windows in place, and electronic supervision in place.
