The Changsha Municipal People's Government released a top-level design outline (2021-2025) and a three-year action plan (2021-2023) for the new smart demonstration city construction on January 14. They mapped out a blueprint for the construction of a new smart city. 

According to the outline, Changsha will become a national new smart demonstration city by 2023. By 2025, Changsha’s intelligent service, and governance and development level will be among the top-notch in China and even the world.

In the following three years, Changsha will focus on 8 actions and 26 special tasks to build a new smart demonstration city. The actions involve people-friendly services, ecological livability, intelligent governance, industrial economy, infrastructure, super brain, data management and cyber security.

The special tasks include network infrastructure upgrade, government affairs cloud management platform construction, smart human resources and social security integration, smart education, and advanced manufacturing.
