The Hunan Department of Commerce recently announced that Hunan had 7 more national bases for foreign trade transformation and upgrading in 2020. Hunan now has 18 such bases, ranking first among the six provinces in central China (Henan, Shanxi, Hubei, Anhui, Hunan, and Jiangxi) in terms of the total number and the number of new bases added last year. These bases involve both traditional competitive industries including equipment manufacturing, construction machinery, and agriculture and light textile; and, emerging industries such as new materials, biological medicine, and electronic information.

According to the list released by the Ministry of Commerce, Hunan has
1. three newly-approved industrial clusters:
Chenzhou Hi-tech Zone (electronic information);
Changde’s Shimen County (citrus production); and,
Yongzhou’s Xintian County (furniture business)
2. four national innovation bases for promoting trade through science and technology approved to transfer into national bases for foreign trade transformation and upgrading:
Zhuzhou Hi-tech Zone (equipment manufacturing);
Xiangtan Hi-tech Zone (equipment manufacturing);
Changsha Hi-tech Zone (new materials); and,
Liuyang Economic Development Zone (biological medicine).

Building the national bases for foreign trade transformation and upgrading is an effective approach to foster new competitiveness in technology, standards, brands, quality, and services. It is also an important practice to keep industrial and supply chains stable and open, and boost foreign trade innovation and development. In the light of the innovation-driving opening up and rise strategy, Hunan has vigorously boosted integrated development of industry and trade in recent years. It has fostered and guided a group of foreign trade businesses with distinctive features, complete supporting system, and strong driving ability to apply for national bases for foreign trade transformation and upgrading. These bases will leverage their industrial strengths and development potential to the full, to enhance international competitiveness of featured products, and accelerate Hunan’s integration of trade and industry and high-quality development of foreign trade.
