The Hunan Provincial Department of Industry and Information Technology recently released the "Three-Year Action Plan for Enhancing Manufacturing Innovation Capacity in Hunan Province (2021-2023)". During this period, Hunan will carry out 50 industrial key common technology (product) researches and 100 major product innovation projects each year, to significantly improve manufacturing innovation and competitiveness. 

Hunan will carry out four major actions, including:
--To enhance independent innovation capability;
--To establish innovation platform system;
--To make breakthrough in core technologies; and,
--To foster Hunan manufacturing brands.

Twelve major tasks are mapped out to fulfill the goals, including:
--Major product innovation;
--New product research and development;
--Technological innovation demonstration;
--Manufacturing innovation center establishment;
--Industrial technology basic platform building;
--In-depth integration of industries, universities and research institutes;
--Key common technologies tackling;
--Industrial foundation reestablishing;
--Hunan manufacturing brands building;
--Quality model cultivating; and,
--Standardization system establishing.

Special funds will be allocated to:
--Support core innovators, important innovation platforms and key innovation results;
--Guide financial institutions and social capital in supporting technological innovation;
--Accelerate the introduction of high-end talents and innovative teams in industry chains;
--Establish green channels for the evaluation of professional titles for high-end talents in industry chains;
--Promote technological factors to be involved in income distribution in various forms to motivate scientific researchers’ innovation and entrepreneurial vitality.

By 2023, Hunan strives to make the new products sales revenue of enterprises above designated size exceed 24% and new product investment reach 1.8%. Breakthroughs will be made in building national manufacturing innovation center. By 2023, 10 national technological innovation demonstration enterprises, 10 provincial manufacturing innovation centers, 20 national quality model enterprises, and 60 provincial enterprise innovation centers (enterprise technology centers) will be newly built. A total of 100 Hunan manufacturing brands and 100 provincial quality model enterprises will be created. Every year the top 10 Hunan landmark innovative products and top 50 Hunan innovative products will be rewarded.
