The Hunan Provincial People’s Government Information Office held a press conference in Changsha on December 30 to release the third batch catalogue of the One-step Approval Process, and announced the opening of the “One-step Approval Process” WeChat mini-program.
Among this batch of 96 items, 50 are suggested by the public, covering entrepreneurship, people’s livelihood, and technical service, and had been piloted at designated places. The other 46 are cross-province items, which are locally customized based on the “nationwide access” items deployed by the State Council.
Initiated from April 2019, the three batches of “One-step Approval” items totaled 319 so far. The Criteria of Hunan’s One Step Approval Process was also published. As of the end of November, more than 2 million items of administrative approval were handled, involving 1.05 million enterprises.
Statistics shows that, as of now, more than 63 million items of administrative approval were handled around the province. More than 70% of approval procedures were removed, and more than 60% application documents were cut. The processing time shrank by 80% on average. In a third-party evaluation of Hunan’s business environment, 99.7% residents were satisfied with the reform.

The “One-step Approval Process” Wechat mini-program is a mobile administrative service platform, and also a united access to all the “One-step Approval” items. The program, available from provincial to village levels, will be a supplement to the offline administrative service centers and the integrated administrative platform. It will facilitate the public in handling administrative applications.
The mini-program has four main parts. In the special column, users can check and handle applications of 200 items. The e-certification column provides service for electronic identity card, vehicle license, driving license, passport, travel permits to and from Hong Kong, Macao and Taiwan, residence permit, and household registration affairs. The popular service column covers 100 items, including 17 healthcare and medical security, 14 educational, and 10 transportation services. In the people’s livelihood column, users can handle 200 frequently-used services in 13 categories, including basic pension schemes for urban employees and for rural and non-working urban residents; endowment insurance; fines for violations of traffic rules; and, electricity charge.
