The Loudi Customs Office opened for operation on December 26, 2020. Its first business – export clearance of 16 tons of radix polygonati officinalis and 110.96 tons of hot-rolled steel plates, was handled on the day.
The opening of the Loudi Customs Office marks the fulfillment of the layout of the Changsha Customs, and presents Hunan’s acceleration of opening up in an all-round way.
Hunan has sped up construction of customs since 2019. With the newly-opened Loudi office, Hunan has 16 affiliated customs offices in total, including three in Changsha (Xingsha, Huanghua Airport, and Changsha Postal Office), and one in each of the other 13 cities and prefecture. The former 36 customs service sites were integrated into 18, while 60 customs supervision sites were streamlined into 25. “On-stop” service window is available at all the administrative service centers. Administrative approvals can be handled online. Fifty-five administrative inspection items were designated to one responsible department.
Streamlined clearance procedures and renovated clearance, payment, and guarantee systems have greatly facilitated international trade, and reduced the customs clearance times. During the first three quarters this year, Hunan’s customs clearance times for import and export business was 32.64 and 2.84 hours respectively, shortening by 82.27% and 69.06% over 2017.
