Hunan Approved the First Pilot Province with Low-altitude Airspace Fully Opened

A progress meeting to advance development work of the Hunan Provincial Low-altitude Airspace Management Reform Pilot program was held in Changsha on December 11. It said that Hunan is the first in the nation to have the low-altitude airspace entirely opened. This marks the Hunan general aviation industry has ushered in a golden period of development.

China’s civil aviation is generally divided into two categories: public aviation and general aviation. Public aviation means air passenger and freight transport. General aviation refers to the use of civil aircraft to engage in civil aviation activities other than public air transportation, including the entire industrial chain of design and test flight, complete aircraft assembly, aircraft R&D and manufacturing, maintenance and repair, and personnel training.

Low-altitude airspace is the airspace below 3,000 meters. It is the general aviation activities area. Sichuan and Hainan have partially opened this airspace but Hunan is the first in the nation to have this airspace entirely opened. This barrier-free flying route area will be vertically and horizontally linked up in the province.

According to the pilot program requirements, Hunan will adopt new technologies such as cloud computing, big data, and the Internet of Things to promote the integrated application of the Beidou navigation system and 5G in low-altitude communications, navigation and other fields. The province will realize the digitization and intelligence of general aviation flight service guarantee.
