Recently, the Hunan Development and Reform Commission and the Hunan Department of Transportation jointly issued the "Implementation Plan for Further Lowering Logistics Costs", and released 20 measures to reduce logistics costs to improve efficiency.
The document proposes a raft of measures to reduce institutional costs, lower logistics information and transportation costs, cut overall logistics costs, and slash taxes and fees for the logistics industry.
To promote the quality and efficiency of the logistics industry, the plan stresses the construction of a logistics infrastructure network. More should be done to accelerate the construction of national logistics hubs in Changsha and Yueyang, and build a national comprehensive transportation and logistics hub in Changsha-Zhuzhou-Xiangtan city cluster. The document calls for promoting the construction of a national key cold chain logistics base in Huaihua and encourages social capital to participate in the construction and operation of railway freight stations, warehousing and other logistics facilities. The guideline will support the opening of direct shipping routes from Yueyang to offshore countries and domestic coastal ports, attracting cargo from inside and outside the province to make transit shipment in Yueyang. It aims to build Yueyang into a comprehensive shipping hub in the middle reaches of the Yangtze River.
Since the beginning of this year, Hunan’s logistics demand has continued to rise and the logistics cost is decreasing, and the logistics enterprise performances have gradually improved. In the first three quarters, Hunan’s total value of social logistics was 880.328 billion yuan, a year-on-year increase of 2.7%; the ratio of total social logistics costs to GDP was 14.5%, down 0.7 percentage points year on year.
