Hunan Takes Lead in Pollutant Emission Permit Registration

Hunan took the lead nationwide in accomplishing pollutant emission permit registration for 2020, according to the Hunan Provincial Ecology and Environment Department on August 3.

As of July 31, Hunan has cleaned up and regulated stationary pollution sources in all sectors, and registered 86,389 pollutant emission permits. Of the total, 10,280 permits were issued; 802 companies were required to rectify their problems in a limited time; 52,551 businesses were under management; and, 22,756 enterprises were ordered to shut down, or not allowed to be granted with permits. 

The ecology and environment authority made targeted solutions, and organized 14 teams consisting of more than 60 experts and technical personnel to assist companies in pollutant emission permit registration. The Hunan Provincial Ecology and Environment Affairs Center joined hands with the Changsha Environmental Protection College to conduct online and offline trainings for grass-roots personnel. Hunan’s cities (prefecture) established and improved incentive mechanisms to evaluate job performances, task progress, and responsibility fulfillment. The ecology and environment departments at all levels formulated phased schedules and coordinated with departments involved.

The Hunan Provincial Ecology and Environment Department also established working mechanisms to reexamine pollutant emission permits that have been issued. Hunan will continue to intensify law enforcement inspection and routine supervision on stationary pollution source permits, and provide timely information about environmental violations such as discharging pollutants without a permit. Pollutant-discharging entities which failed to finish rectification within the time limit, or failed to obtain a permit in a specific time while continuing to discharge pollutants, will be punished in accordance with the law and regulations.
