Lukou District of Zhuzhou City was officially founded on December 18, 2018. Vice Governor Sui Zhongcheng addressed the inaugural meeting.

The State Council approved to upgrade Zhuzhou County into Lukou District on June 19, 2018. The new Lukou District’s administration region is the same as its predecessor, Zhuzhou County. It has eight towns, including Lukou Town, and Longtan Town, with a total area of 1053.69 square meters, and a population of 349,000. Lukou District is under the jurisdiction of Zhuzhou City Government for its economic and social development, and infrastructure construction.

Vice Governor Sui asked the CPC Lukou District Committee and the Lukou District Government to follow the guidance of President Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, enhance the "Four Consciousnesses", strengthen the "Four Confidences", and take the initiative to implement the “Two Maintenances”. All should, in accordance with the plans and requirements of the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government, implement the new development philosophy, and the innovation-oriented opening-up and development strategy; and, grasp opportunities. Efforts should be made, keeping abreast of the city development rule, to accelerate urban integration; optimize rural and urban planning, construction, and management; enhance new urbanization quality; and, strengthen the comprehensive capacity of the city. Priority should be given to fight the “three battles” of control risks, reducing poverty, and tackling pollution; promote industrial project progress; and, coordinate urban and rural development. With all these endeavors, Lukou District will play a crucial role in pushing the integrated development of the Changsha-Zhuzhou-Xiangtan City Cluster, and build a more prosperous, beautiful, and happier Hunan.
