To be responsible for the work related to science and technology; industry and information technology; commerce; pilot free trade zone; investment attraction; port; state-owned assets supervision and enterprise reform; electricity; communication; and cracking down on illegal and criminal acts related to manufacturing and selling counterfeit cigarettes and smuggling cigarettes.

To be in charge of the Department of Science and Technology of Hunan Province; Industry and Information Technology Department of Hunan Province (Hunan Provincial Administration of Science, Technology and Industry for National Defense); Department of Commerce of Hunan Province (Port Office of the People's Government of Hunan Province); and, State-Owned Assets Supervision and Administration Commission of the People's Government of Hunan Province.

To liaise with the Office of Cyberspace Affairs Commission of the CPC Hunan Provincial Committee; Hunan Provincial Federation of Trade Unions; Hunan Association for Science and Technology; Hunan Sub-council of the China Council for the Promotion of International Trade; Changsha Customs; Hunan General Station of Exit-Entry Frontier Inspection; China Tobacco Hunan Branch; China Tobacco Hunan Industry Company; State Grid Hunan Electric Power Company Limited; Nuclear Industry Hunan Bureau of Mining and Metallurgy; Hunan Communications Administration; Hunan Private Communications Administration; and, Hunan branches of central power, communications, petrochemical industries, and other industrial enterprises.

To liaise with the Hunan Provincial Committee of the Chinese Peasants and Workers Democratic Party.

Cao Zhiqiang, male, Han nationality, was born in July, 1975. He obtained a doctoral degree through an in service graduate course and is a member of the Communist Party of China (CPC). He is now serving as vice governor of the People's Government of Hunan Province and a member of the CPC Leadership Group of the People's Government of Hunan Province.
