Qu Hai, male, Miao nationality, was born in January, 1966. He obtained the master's degree of the Party School of the Central Committee of the Communist Party of China (CPC) and is a CPC member. He is now serving as secretary general of the People's Government of Hunan Province; a member of the CPC Leadership Group of the People's Government of Hunan Province; and, secretary of the CPC Leadership Group of the General Office of the People's Government of Hunan Province.
