Zhou Haibing, male, Han nationality, was born in February, 1971. He obtained a master's degree and is a member of the Communist Party of China (CPC). He is now serving as vice governor of the People's Government of Hunan Province and a member of its CPC Leadership Group; deputy secretary of the CPC Changsha Municipal Committee; secretary of the CPC Leadership Group of the People's Government of Changsha City; and, mayor of the People's Government of Changsha City.
