Zhang Yingchun, female, Han nationality, was born in November, 1970. She obtained a master's degree through an in service graduate course and is a member of the Communist Party of China (CPC). She is now serving as a member of the Standing Committee of the CPC Hunan Provincial Committee, executive vice governor of the People's Government of Hunan Province, and deputy secretary of the CPC Leadership Group of the People's Government of Hunan Province.
