China will promote the high-quality development of national-level new areas, making them new hubs of leading high-quality development, reform and opening-up, and urban construction, according to an action plan recently released by the National Development and Reform Commission, the nation's top economic planner. The 19 state-level new areas nationwide, including the Xiangjiang New Area of Hunan Province, welcomed the preferential policy support.

Measures will be taken to enhance the sci-tech and industrial competitiveness of the national-level new areas, including strengthening the role of sci-tech innovation in guiding policy, promoting cross-regional high-level coordinated innovation, consolidating and improving the competitive advantages of 100-billion-yuan industries and leading industries within the new areas, supporting the new areas in optimizing the layout of key industries, advancing intelligent manufacturing and digital transformation, assisting new areas in central, western, and northeastern parts of the country in elevating their capacity to undertake and nurture industries, and encouraging central enterprises to deepen cooperation with the new areas, the plan states.

Efforts will also be made to expand effective demand, plan and construct major projects at a high-level, standardize the provision of project construction services in advance, introduce more investment projects to the state-level new areas in an innovative manner, promote the expansion and quality of specialty consumption, and cultivate new forms of consumption, the plan said, adding that the national-level new areas should give full play to the advantages of ports and open platforms, innovating and expanding modes and fields of bilateral and multilateral cooperation, and extending channels of outward exchanges, cooperation, and demonstration.

Also in the plan are measures to support the national-level new areas in deepening reforms in key fields, including solidly promoting the implementation of comprehensive reform pilot trials, granting greater reform autonomy to the national-level new areas, implementing special policies for talent introduction, improving the efficiency of land use, enhancing financial support for the regions, and deepening reform while taking innovative measures to enhance the urban functions and qualities.

In recent years, the Hunan Xiangjiang New Area has continued to grow advanced equipment manufacturing, information technology, new materials, and other 100-billion-yuan-level industrial clusters. The total output value of strategic emerging industries accounted for more than half of the total output value of the industries above designated level in 2023.
