A meeting to publicize and implement Hunan's new energy vehicle (NEV) industry policies was held on February 14. According to the meeting, Hunan Province will give strongest-ever support for high-quality development of NEV industry, with record high subsidies and awards. The maximum award for new NEV type research and development will be five million CNY, and new R&D centers may be rewarded with a maximum 50 million CNY each.
The Hunan Department of Industry and Information Technology, Hunan Development and Reform Commission, and Hunan Department of Finance jointly issued several policy measures on promoting high-quality development of NEV industry. Fourteen measures were proposed in such aspects as promoting innovative development of NEV industry and pushing NEV businesses to get stronger and grow bigger, and supporting demonstration application and charging infrastructure construction.
Promoting high-end industrial transformation and improving innovation capacity.
The policy measures provide support for the automobile enterprises to establish R&D and innovation platforms, developing and introducing new vehicle types, formulating industrial standards, and making innovations. Multiple subsidies and awards will be offered. For example, the automobile companies, which develop new NEV types and reach respective standards of sales volume, will be rewarded with five million CNY for each passenger vehicle type, and 1.5 million CNY for each of other vehicle types.
Facilitating industrial chain cluster development and strengthening collaboration between upstream and downstream industries.
The NEV manufacturers which set up headquarters in Hunan will receive great support on a case-by-case basis. The NEV companies which reach the standards of sales volume and capacity utilization rate will be rewarded with a maximum 10 million CNY each. Incentives will also be given to the key parts producers, with a maximum annual award of five million CNY each.
Optimizing industrial ecology, and enhancing supporting facility construction.
Support will be given to road test and demonstration application of intelligent connected vehicles, NEV charging infrastructure construction, and NEV and intelligent connected vehicle data platforms. The intelligent connected vehicle application scenarios with demonstration effect will be rewarded with a maximum five million CNY each. Subsidies will be given to the charging infrastructure construction projects at expressway service areas and along the national, provincial, county, and township highways, by the standards of 400 CNY/KW and 320 CNY/KW respectively.
The policy measures will be valid until December 31, 2025.
