The Twenty-seventh Session of the Standing Committee of the 14th People's Congress of the Xinjiang Uygur Autonomous Region was held in Urumqi on January 19, 2026.

It approved the appointment of Zhang Yingchun as Vice Chairperson of the People's Government of Xinjiang Uygur Autonomous Region.

Zhang Yingchun, female, Han nationality, was born in November, 1970. She obtained a master's degree through an in-service graduate course and is a member of the Communist Party of China (CPC). She is now serving as a member of the Standing Committee of the CPC Xinjiang Uygur Autonomous Regional Committee, vice chairperson of the People's Government of Xinjiang Uygur Autonomous Region, and deputy secretary of the CPC Leadership Group of the People's Government of Xinjiang Uygur Autonomous Region.
