Four Districts in Changsha Enter National Top 100 in Terms of High-quality Development

The CCID Consulting's Urban Economic Research Center recently released its 2024 research report on the high-quality development of urban districts in China. The 2024 list of top 100 districts in terms of high-quality development was also announced. Four districts from Changsha City were shortlisted. They are Yuhua, Tianxin, Furong, and Kaifu districts, ranking 10th, 49th, 65th, and 89th respectively.

The report showed that this year's research continued to follow a "dual thresholds" evaluation principle, which requires a district to have over 80 billion yuan worth of local gross domestic product and over 2 billion yuan in general public budget revenue. Additionally, 23 indicators were employed to assess the districts' high-quality development in terms of economic strength, growth momentum, internal support, regional capabilities, and shared development.

Yuhua District continued to be at the forefront. It achieved the highest GDP in Hunan Province in 2023, and its total number of business entities ranked first in central and western parts of China. The district also witnessed the fastest growth in Changsha City. In particular, the district attaches great importance to promoting industrial innovation through sci-tech innovation, vigorously fostering and developing new quality productive forces, and accelerating the construction of "three areas and four valleys". Consequently, sci-tech innovation factors here are abundant, and the atmosphere of innovation is strong.

Tianxin District is an area boasting profound cultural landscapes, a bustling commercial center, an ecology demonstration zone with beautiful environment, and a rising pioneering zone for integrated development. The district moves faster to boost high-quality regional economic development, with a focus on building a system to improve quality and efficiency, advancing innovation-led development for more growth drivers, and providing better services to optimize the business environment.

According to the report, some districts which were not included in the top 100 list also performed well in terms of the high-quality development level, including Chang'an District of Xi'an City and Wangcheng District of Changsha City. These districts are experiencing a period of leapfrog high-quality development and are most likely to enter the top 100.
