Hunan unveiled its "No. 1 Document of the CPC Hunan Provincial Committee" for 2023 at a press conference hosted by the Information Office of the People's Government of Hunan Province on February 28, 2023. It called for building Hunan into an agricultural powerhouse and comprehensively boosting rural vitalization this year. Persons in charge of the Rural Affairs Office of the CPC Hunan Provincial Committee, the Department of Agriculture and Rural Affairs of Hunan Province, and the Hunan Provincial Rural Revitalization Administration interpreted the document and answered questions from journalists.

The No. 1 document set the goals of promoting robust agricultural province construction; advancing rural revitalization; safeguarding the bottom line of issues relating to agriculture, rural areas, and farmers and the difficulties that urgently need to be resolved; clarifying major tasks and policy measures; continuing to focus on the development of agriculture, rural areas, and farmers; and, displaying an initiative to focus on and develop the agricultural industry.

The document outlined 36 articles in 9 aspects, which are summarized as: ensuring supply, steadily increasing income, promoting rural revitalization, and strengthening guarantee.

To ensure supply is to resolutely shoulder the heavy responsibility of stabilizing food security and do our best to secure the stable production and supply of important agricultural products. In 2023, Hunan Province will keep more than 71.35 million mu (4.76 million ha.) of sown areas, with the grain output to reach 30.205 billion kilograms.

To steadily increase income includes stabilizing and improving support policies; consolidating and expanding the achievements of poverty alleviation; ensuring that people do not sink back into poverty in large numbers; broadening the channels for farmers to increase their incomes; improving the mechanism of working with and assisting farmers in increasing their incomes; and, realizing common prosperity of farmers and rural areas.

Promoting rural revitalization needs to stick to the general principle of rural revitalization and steadily promote such key tasks as rural development, rural construction, and rural governance. Efforts should be made to promote upgrading 100-billion-yuan agricultural industrial chains with advantages and characteristics; take concrete rural construction actions to build livable, industry-friendly and beautiful villages; improve the rural governance system under the Party's leadership; and, maintain a beautiful and harmonious countryside.

Strengthening guarantee means we should continue to put agricultural and rural development first; strengthening factors guarantee for rural revitalization; comprehensively implementing the responsibility system for rural revitalization; improving the diversified investment mechanism for agriculture, rural areas, and farmers; enhancing talents cultivation; and, guaranteeing the demand for reasonable land use for rural revitalization.
