Hunan to Develop General Aviation into Pillar Industry

Recently the General Office of the Hunan Provincial People's Government released a work plan to develop the general aviation industry. Hunan Province strives to build general aviation into a pillar industry in ten years. The province will accelerate the expansion of the general aviation industry through opening low-altitude airspace, offering flight services, and building general aviation airports.

The construction of general aviation airports will be sped up. Efforts will be made to proceed with the construction of "1+13+N" general aviation airport network and build 5,000 temporary takeoff and landing points. Qualified emergency rescue team stations, highway service areas, hospitals, urban core business districts, transportation hubs, tourist attractions, state-owned forest farms, and public buildings with a height of more than 100 meters are encouraged to set up helicopter takeoff and landing points according to actual needs. 

Efforts will be accelerated to achieve breakthroughs in core technologies. Relying on key enterprises, Hunan will center on aero engines, bulk aeronautical materials and takeoff and landing systems, and cove services in such fields as general aviation complete airplane manufacturing, helicopter power, small and medium-sized transport aircraft power, and UAV power. The province will focus on making breakthroughs in core technologies in high-quality small and medium-sized aero engines and takeoff and landing systems. 

Support for market cultivation will be increased. Taking actual conditions into account, cities, prefecture, counties, county-level cities, and districts across the province are encouraged to roll out preferential measures for aviation enterprises that relocate their headquarters to Hunan, firms related to the general aviation industry that newly settle in Hunan, and Hunan's general aviation businesses that build new subsidiary companies. 

The general aviation service system will be built and improved. General aviation emergency rescue, medical emergency and other systems will be established. The coverage of low-altitude tourism, aviation science popularization, and agrisilviculture application will be promoted. General aviation flight and training schools will be built. New business formats such as flight experience and general aviation logistics distribution will be fostered.

Quality general aviation towns will be built. Relying on Zhuzhou Aviation City, Changsha Aviation Industrial Park, Xiangjiang Intelligent Aviation New City, Yueyang Airport Economic Zone and other industrial parks, Hunan will build a number of characteristic general aviation towns. Zhuzhou will be built into a city famous for general aviation R&D, Chenzhou for general aviation manufacturing, Hengyang, Xiangxi, Zhangjiajie, Shaoyang, and Yueyang for low-altitude tourism. Loudi will be fostered into a low-altitude comprehensive transportation hub.
