Waves of investment by Hunan-based entrepreneurs have swept across Hunan Province, since many Hunan-based entrepreneurs returned home during the Spring Festival. Hunan government held a teleconference on promoting Hunan-based entrepreneurs to return to their hometowns and start businesses on January 11, 2023. Since then, there have been 2,495 matchmaking visits paid and 539 projects signed provincewide (including towns, townships, and neighborhoods) as of January 27, with a total investment of 212.53 billion yuan. This was learned from the Department of Commerce of Hunan Province on January 29.
Since this January, 13 cities and one prefecture in Hunan Province have set up special teams, and established service stations for Hunan-based entrepreneurs who may return to their hometowns and start businesses. A major investment attraction pattern at the three levels of cities, counties, and townships has generally taken shape. During the Spring Festival holiday, the special teams visited returning entrepreneurs and celebrities, and held various forms of matchmaking and exchange activities such as New Year exchanges, Hunan entrepreneurs seminars, project matchmaking meetings, and centralized signing ceremonies.
There were 2 projects each worth over 5 billion yuan signed in Hengyang City during the Spring Festival. Special team members visited the merchants returning to Hunan door to door in Huaihua City, negotiating 29 projects with a total investment of 9.313 billion yuan. Changsha County held the 2023 "Welcoming Fellow Townsmen to Return to Hometowns and Build Hometowns" Home-returning Hunan Entrepreneurs New Year Exchange Meeting and Major Project Signing Ceremony. More than 160 Hunan-based entrepreneurs and fellow townsmen participated in the event, signing 19 key projects with a total contract amount of 35.9 billion yuan. Shaodong County held a negotiation meeting for Hunan-based entrepreneurs who will return to their hometowns to start businesses. There were 95 projects inked with a total investment of 13.628 billion yuan, including 2 projects each with a total investment of more than 1 billion yuan.
Hunan is now actively compiling and printing investment guidelines for Hunan-based entrepreneurs who want to return to their hometowns and start businesses; and establishing a database of Hunan merchants doing business outside Hunan, a database of Hunan migrant workers outside Hunan, a database of Hunan experts outside Hunan, an information database of idle resources and investment projects, and a database of projects invested by returned Hunan entrepreneurs. This year, Hunan will strive to add 1,000 newly-registered enterprises (including more than 500 taxpaying market entities) owned by returned Hunan businessmen. The cumulative paid-in investment of projects invested by returned Hunan merchants will reach 480 billion yuan.
