Hunan Completes All the People's Livelihood Projects in 2022

Under the careful arrangements and firm leadership of the CPC Hunan Provincial Committee and the People's Government of Hunan Province, departments at all levels provincewide continued to increase investment in the people's livelihood and concentrate on practical matters in 2022. By the end of last year, 50.951 billion yuan of various funds were raised, and 22 key livelihood projects of 10 categories were fully completed, as the Hunan Provincial Bureau of Statistics announced on January 8, 2023.


Education development kept speeding up. In 2022, Hunan Province completed a total investment of 13.736 billion yuan in education, adding 440,600 new public compulsory education vacancies and completing 117.1% of the annual target. The proportion of public compulsory education students increased to 95.8%. All the 14 Chuyi public vocational schools started renovation or expansion. There were 103,500 security facilities set up in key areas such as the periphery of primary and secondary schools and kindergartens, completing 103.5% of the annual target.


The basic needs of those in difficulty were guaranteed. In 2022, Hunan province spent 8.075 billion yuan on subsistence allowance for urban and rural residents, living expenses of disabled people in need, and the nursing costs of people with severe disabilities. Subsistence allowance has been enjoyed by urban and rural residents for 3.9853 million person-times and 15.7636 million person-times respectively, with the per capita standards of 619 yuan monthly and 5,593 yuan yearly, respectively. The per capita standards of living expenses of disabled people in need and the nursing costs of people with severe disabilities reached 85.6 yuan monthly and 79.3 yuan monthly, respectively. The higher standards for subsidies and allowances in all counties, county-level cities, and urban districts reached or exceeded the annual targets.


Urban and rural infrastructure continued to be improved. In 2022, Hunan Province started renovating 1,500 old urban communities; rectified prominent environmental problems of 1,000 rural areas with concentrated drinking water sources for more than a thousand people; upgraded 6,995.65 kilometers of rural tourist, resource, and industrial roads; and, built 8,031.65 kilometers of rural highway security facilities. There were 47.9453 million cubic meters of water storage capacity newly added, and 700,000 mu (46,666.7 ha.) of irrigation area restored and improved. Relevant urban and rural infrastructure construction reached or exceeded the annual goals.


Medical service capabilities saw continuous growth. Hunan Province offered free prenatal and congenital heart disease screenings for 339,300 pregnant women and 333,500 newborns and free cervical and breast cancers screenings for 1.0326 million of eligible and urban low-income women in 2022. There were 1,010 medical institutions in 122 counties, county-level cities, and urban districts, and at provincial level realized direct cross-provincial settlement of general outpatient medical expenses. Four hundred and fifty-eight medical institutions in 14 coordinated areas realized direct cross-provincial settlement of five outpatient chronic illness and critical diseases treatment expenses. All accomplished the annual targets.


Service and rescue capabilities were continuously boosted. Last year, Hunan Province completed aging-friendly transformation for 20,058 households of the elderly with special difficulties, and added 5,004 nursing-type beds to pension institutions, both fulfilled the annual tasks. Throughout the year, 13,337 people with disabilities in financial difficulty were facilitated with barrier-free transformation, and 17,517 disabled children were rehabilitated and assisted, achieving 111.1% and 159.2% of the annual targets respectively.
