The General Office of the National Development and Reform Commission (NDRC) recently released the Notice on Issuing the Green and Low-carbon Advanced Technology Demonstration Project List (the First Batch). The notice announced the first batch of demonstration projects featuring advanced green and low-carbon technologies. Two projects from Changsha made the list, namely, the Changsha airport green energy demonstration project and the 100,000 tonnes-per-year power battery recycling demonstration project.

Previously, the NDRC and relevant departments organized the application and selection of the first batch of demonstration projects featuring advanced green and low-carbon technologies. The first batch of demonstration projects were determined after going through procedures such as application of project units, local review and recommendation, a review by a third-party agency, departmental and local re-check, and public solicitation of opinions.

The notice proposes that it is necessary to strengthen the guarantee of project elements. Relevant regions and departments should guide the project units in doing a solid job in land approval, planning permission, energy conservation review, environmental impact assessment, and other work. Financial institutions should be guided to increase financing support, while social capital should be encouraged to invest in the construction of demonstration projects in various forms. The NDRC will fully utilize existing investment channels within the central budget and actively support the construction of qualified demonstration projects. All regions should actively support eligible projects through budgetary investment and other financial channels. The notice also requires enhanced whole-process supervision and management and solid efforts in the reserve of follow-up projects.

Among the 47 demonstration projects nationwide, the two in Changsha are both aimed at reducing carbon emissions in the process.
