The Yiyang Chaoyang Bonded Logistics Center (Type B) was recently approved by the General Administration of Customs, the Ministry of Finance, the State Taxation Administration, and the State Administration of Foreign Exchange, according to the Changsha Customs Authority on July 3.
This is Hunan's fourth approved bonded logistics center (Type B), marking the formation of a multi-level open platform in Hunan, with coordinated development of five comprehensive bonded zones and four bonded logistics centers (Type B).
Situated in the core logistics area of the Yiyang National High-tech Industrial Development Zone, the Yiyang Chaoyang Bonded Logistics Center (Type B) sits adjacent to the Yiyang East Railway Station freight yard, expressway networks, and intercity trunk roads, offering a well-developed road-rail intermodal transport system and a superior geographic advantage. The center's main infrastructure is largely in place, with core facilities planned including a standardized bonded warehousing area, a dedicated customs inspection platform, and an intelligent supervision information system. Going forward, the Changsha Customs Authority will enhance its guidance on the acceptance examination of the center, aiming to secure national final approval and independent customs operations at the earliest opportunity.
As a large-scale bonded functional platform, a bonded logistics center (Type B) is authorized to conduct business including bonded warehousing, international logistics distribution, simple circulation-based processing and value-added services, global procurement and international allocation, entrepot trade, international transshipment, and cross-border e-commerce.
The spokesperson of the General Office of the Changsha Customs Authority said that, upon becoming operational, the bonded logistics center will fill the gap in specialized bonded supervision sites in north and central Hunan. Import and export enterprises in Yiyang and surrounding areas will be able to access one-stop customs supervision services nearby such as bonded warehousing, international distribution, and transshipment and delivery, while enjoying a series of preferential policies like tax refunds upon entering the zone and import bonded treatment. These services will significantly reduce cross-border logistics costs, accelerate corporate cash flow turnover, and enhance foreign trade efficiency.
Hunan already has three bonded logistics centers (Type B), respectively in Changsha Jinxia, Zhuzhou Tongtang Bay, and Changde. According to customs statistics, the total import and export value of Hunan's three bonded logistics centers (Type B) reached 1.637 billion CNY during the January-May period this year, increasing by 6.9% year on year.
