Changsha's Achievements During "14th Five-Year Plan" Period

On November 27, a press conference in the series on Hunan's achievements during the "14th Five-Year Plan" period, with a special session by Changsha City was held in Changsha. Over the past five years, Changsha has kept in mind President Xi Jinping's instructions, focused on the blueprint outlined in the "Three Hubs and Four New Missions" strategy, highlighted the development goals of building the "Three Hubs" and accelerating the "Two Integrations," innovated and worked diligently, strived for excellence, and delivered outstanding performances in high-quality development and modernization.

Fostering Six Hundred-billion-yuan Manufacturing Industries, Forging the Hard Power of High-quality Development

"Made in Changsha" products are refreshing the city's industrial identity, including the 4,000-tonne all-terrain crane that set multiple industry records, the "Magic Tower 1165" pure electric heavy truck that set a Guinness World Record, and the 8.61-meter diameter shield machine main bearing that broke the long-term monopoly of foreign enterprises.

Over the past five years, Changsha has focused on building a hub of advanced manufacturing industry of national importance, clustering industries into chains and chains into forces, and forging the hard power of high-quality development.


Changsha's construction machinery industry cluster takes the lead nationwide, with its industrial scale not only ranking first in the country for 15 consecutive years, but also being listed by the Ministry of Industry and Information Technology as one of three examples for cultivating world-class industrial clusters. The cluster has formed an ecosystem with five "Global Top 50 Construction Machinery Manufacturers"—Sany Heavy Industry, Zoomlion, CRCHI, Sunward Intelligent, and Sinoboom Intelligent—as leaders, and over 500 main engine and parts enterprises developing collaboratively.

Focusing on the construction of industrial chains and clusters around the modern industrial system, Changsha has fostered six hundred-billion-yuan manufacturing industries: construction machinery, food and tobacco, automobiles and parts, new materials, electronic information, and advanced energy storage materials. Currently, Changsha has become the only city in the country capable of achieving fully domestic and independent design of all types of core chips, and ranks 5th among the top 100 advanced manufacturing cities nationwide.

Currently, Changsha boasts seven hundred-billion-yuan industrial parks, 21 ten-billion-yuan industrial enterprises, five enterprises listed among the "China's Top 50 Intelligent Manufacturing Enterprises", 1,767 intelligent manufacturing pilot enterprises, and a total of nearly 3,400 industrial enterprises above designated size.

Accelerating the Construction of a Global R&D Center, Firmly Standing at the Forefront Among National Innovative Cities


"Key core technologies must be firmly held in our own hands." Changsha shoulders the mission responsibility of building a hub of technological innovation with core competitiveness, accelerating the construction of a global R&D center.

Various types of R&D institutions are accelerating their presence, with national-level innovation platforms reaching 152. In the past two years, 1,796 new R&D institutions have been added, bringing the total to 3,823, nearly doubling the number. Over the five years, more than 400 breakthroughs in key industrial technologies have been achieved, with over 60 reaching a level of global leadership or independent controllability.

Core agglomeration areas are accelerating their "growth." Xiangjiang Science Town, China (Hunan) Pilot Free Trade Zone Changsha Area, Malanshan Base, Jinxia Base of National University of Defense Technology, and Daze Lake Base have become Changsha's "golden calling cards" for innovation. The "1+2" national laboratory system is accelerating its formation, and the province's "four major laboratories" are operating substantively.

Top global R&D talents are accelerating their "arrival." The total talent pool has exceeded 3.15 million people, with the talent ecosystem index ranking among the top ten nationwide. Over 1,400 new national and provincial-level high-level scientific and technological talents have been added, and the proportion of young doctoral talents among newly introduced young science and innovation talents has increased by over 130%.

The global innovation network is accelerating its "connectivity." Changsha has successfully been approved to build a national intellectual property protection demonstration zone. International academic conferences such as the Yuelu Summit and the World Computing Conference are regularly held, and Changsha is rapidly integrating from a regional innovation site into the global innovation cycle.

With strong innovation capabilities, Changsha has successfully risen to 9th place in the list of China's Top 100 Cities in Innovation Capability, firmly securing its position in the first tier of national innovative cities.

The Door of Opening-up Opens Wider, with the "Circle of Friends" Covering 232 Countries and Regions Globally

On the Belitung shipwreck salvaged in Indonesian waters, over 50,000 pieces of Changsha Tongguan Kiln porcelain amazed the world. As early as over 1,000 years ago, along the Maritime Silk Road, "Made in Changsha" porcelain sailed to 29 countries and regions globally.

Over the past five years, Changsha has built "a hub of reform and opening up in inland regions," emphasizing internal momentum gathering and external space expansion, attracting 201 Fortune Global 500 enterprises to settle in Changsha, with an international economic and trade network covering 232 countries and regions globally.

Changsha has deepened reforms in institutional mechanisms in key areas of opening-up. 852 key reforms have been successfully completed, the Xiangjiang New Area has achieved significant results in pioneering reform trials, with its economic aggregate maintaining the top six among national-level new areas. The Changsha Area of the China (Hunan) Pilot Free Trade Zone has explored and formed 15 national-level institutional innovation achievements. The reform experience of "one-stop services" has been promoted nationwide, Changsha-Zhuzhou-Xiangtan has been included in the national comprehensive reform pilot for market-based allocation of production factors, and Changsha has remained at the forefront nationwide in the "Evaluation of Business Environment by Tens of Thousands of Private Enterprises" for four consecutive years.

The construction of opening-up platforms and channels is advancing simultaneously. The annual passenger throughput of Huanghua Airport has exceeded 30 million, the operation volume of the China-Europe Railway Express (Changsha) consistently ranks in the first tier nationwide, and Changsha has been approved as a National China-Europe Railway Express Assembly Center, accelerating its journey to the world with a more open posture.

During the "14th Five-Year Plan" period, Changsha's total import and export volume and actual use of foreign capital have grown steadily, and actual outward investment has consistently ranked first among provincial capitals in central China.  Changsha's trade with Africa has jumped to first place in the central and western regions of China. Leveraging the two major national platforms of the China-Africa Economic and Trade Expo and the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation, its trade volume with Africa is expected to double by 2025 compared to the end of the "13th Five-Year Plan", as Changsha's door of opening-up opens wider and wider.

Total Output of the Cultural Industry Exceeds 200 Billion Yuan, Ranking in the Forefront of Cities Nationwide

Changsha is committed to answering the "two integration propositions" of culture and technology, and culture and tourism. Currently, the city's total cultural industry output has exceeded 200 billion yuan, ranking in the forefront of cities nationwide.

Culture shapes the soul and technology empowers culture. The "Two Zones and One Corridor" spatial development pattern for culture-technology integration is accelerating its development. Four bases including the Malanshan Video Cultural and Creative Industrial Park have been rated as national-level culture and technology integration demonstration bases, and 14 major innovation platforms such as the Malanshan Audio-Video Laboratory have been put into operation.

During the "14th Five-Year Plan" period, Changsha's operational revenue of cultural enterprises above designated size reached 166.2 billion yuan, and the scale of the audio-video industry approached 130 billion yuan, with an average annual growth rate of around 10%. Among these, the Malanshan Video Cultural and Creative Park achieved operational revenue of 67.341 billion yuan from enterprises above designated size.

Changsha has promoted positive interplay between culture and tourism. The city promotes the revitalization of cultural resources, with Liuyang Sky Theater and Jinggang Ancient Town becoming popular tourist destinations after upgrades, and Tianxin Pavilion Light and Shadow Park and the "Changsha Eye" becoming new city landmarks. In 2024, the city received over 200 million tourist visits, with total tourism revenue exceeding 200 billion yuan. Changsha was rated a National Culture and Tourism Consumption Demonstration City, and its culture and tourism industry received incentives from the State Council for practical work supervision.

Changsha continues to polish its status as a national historical and cultural city, with historical streets and alleys such as Chaozong Street, Taiping Street, and Duzheng Street reviving after organic renewal, making the list of "Global Top 100 Destinations," consistently remaining among the "National Top Ten Popular Cities" for holiday tourism, and becoming one of the first batch of National Culture and Tourism Consumption Demonstration Cities.
