Yiyang's Achievements During "14th Five-Year Plan" Period

On October 29, a press conference in the series on Hunan's achievements during the "14th Five-Year Plan" period (2021-2025), with a special session by Yiyang City, was held in Changsha. During the "14th Five-Year Plan" period, Yiyang City has focused on Hunan's "4×4" modern industrial system, tailoring a modern industrial system to local conditions. The city has promoted the aluminum electrolytic capacitor, dark tea manufacturing, and shipbuilding industries as recognized national characteristic small and medium-sized enterprise (SME) industrial clusters. The electronic circuit board, advanced carbon-based materials, eco-friendly bamboo and wood, and Nanxian County eco-friendly rice-crayfish deep processing industries have been designated as provincial industrial clusters.

During the "14th Five-Year Plan" period, Yiyang City has adhered to the strategy of strengthening the city through industry and advanced towards a hub of advanced manufacturing. The city has successively introduced a series of policies and measures to promote the high-quality development of advanced manufacturing, "20 Measures for Industrial Talents," "25 New Policies for Talents," and a three-year action plan to drive the development of the capacitor and electronic circuit board industries. It has deepened the "Three Deliveries, Three Solutions, and Three Improvements" campaign to continuously reduce costs and increase efficiency for enterprises.

A number of characteristic industries have been cultivated. Capacitors, advanced carbon-based materials, and electronic circuit boards have become three "golden calling cards" for Yiyang's characteristic industries, with aluminum electrolytic capacitors contributing 30% of the national share and electronic circuit boards contributing 80% of the province's output value. A batch of "first-of-its-kind" results have been achieved. The added value of high-tech industries has grown at an average annual rate of over 10%, and the number of high-tech enterprises increased from 311 in 2020 to 745 in 2024, a 1.4-fold increase. The transaction value of technical contracts grew by 27.5 times. The world's tallest cooling tower was successfully built. The first unmanned (or minimally manned) intelligent farm for ratoon rice in China was successfully put into operation. The first domestically produced shear-type internal mixer with the largest specifications rolled off the production line. The first domestically innovated integrated demonstration line for lithium battery negative electrode materials using a carbon thermal field successfully transmitted power. A number of strong enterprises have emerged. A total of 115 industrial projects, including the Sunway Electronic Technology Industrial Park and Jinbo Carbon Co., Ltd., were put into production. The city has cultivated two national manufacturing single champion products, 30 national "little giant" companies (specialized, sophisticated, and innovative SMEs), 1,527 industrial enterprises above designated size, and eight listed companies.

Yiyang City's regional gross domestic product (GDP) grew from 184.1 billion CNY in 2020 to 226.8 billion CNY in 2024. In the first three quarters of this year, the city achieved a 6% growth rate, ranking 4th in the province. Its per capita GDP exceeded 60,000 CNY, up from 47,500 CNY at the end of the "13th Five-Year Plan" period. Manufacturing's share of GDP rose from 31.5% in 2020 to 33.3% in 2024, ranking 3rd provincewide. The tertiary industry accounted for 40% of GDP.
