On October 23, a press conference in the series on Hunan's achievements during the "14th Five-Year Plan" period (2021-2025), with a special session by Changde City, was held in Changsha. Changde's regional GDP grew from 374.91 billion CNY in 2020 to 453.27 billion CNY in 2024, with its total volume rising to third place in the province, while per capita GDP exceeded 90,000 CNY, an increase of over 30%. Changde has successively been listed among the top 100 cities in China for comprehensive economic competitiveness and the top 100 cities for advanced manufacturing, among other top 100 rankings. The experience of "four reductions" in grassroots burden alleviation at Gangzhongping Village received recognition from President Xi Jinping.

Over the past five years, Changde has focused on the "Three Hubs" strategy and promoted "secondary entrepreneurship," continuously strengthening its development momentum. The city's investment structure has been significantly optimized, with the proportion of industrial investment increasing by nearly 10 percentage points, 3.5 percentage points higher than the provincial average. Consumption potential has been steadily unleashed, with Changde Hejie Street becoming a national-level tourism and leisure block. The city has received a total of 236 million tourist visits, with an average annual growth of 16.4%, while total retail sales of consumer goods have seen an average annual growth of 4.8%. Changde has been approved as a national logistics hub city and has been approved to establish a bonded logistics center (Type B), adding new drivers for open development.

Changde has advanced the upgrading of traditional industries and the cultivation of emerging industries, building a "4+3" industrial system and forming a multi-pillar industrial pattern. The output value of the light and textile industry surpassed 100 billion CNY, while the emerging bio-manufacturing industry has shown strong momentum, with a growth rate of 24% from January to September this year. Investment attraction has yielded fruitful results, with a total of 1,488 major projects introduced, amounting to a total investment of 474.7 billion CNY. The number of business entities and "Four-Above" enterprises, which refer to the industrial enterprises above designated size; the construction and real estate development and management companies with designated qualification or higher; the wholesale, retail, accommodation, and catering companies above designated size; and, the service industries above designated size has increased significantly, reaching 1.5 times and 1.6 times that of 2020, respectively. Scientific and technological innovation has achieved remarkable results, with the total number of R&D institutions in industrial enterprises above the designated size exceeding 1,000, and the number of high-tech enterprises more than doubling.

The foundation of modern agriculture has become more solid. Changde has shouldered its responsibility as a major agricultural city, with grain sowing area and output ranking first in the province for 21 consecutive years, making outstanding contributions to ensuring food security.
